Q1. Would you want a 'score' to be kept of how each US citizen behaves when it comes to societal contributions? Things like volunteering (on the plus side) or littering (on the negative side) kept in a ledger akin to a credit rating but for good citizenship/societal contribution?

Q3. France has a 'Duty to Rescue' law such that anyone who fails to render assistance to a person in danger will be found liable before French Courts (civil and criminal liability). Russia, Germany and a handful of other European countries have similar laws. The US does not have such a law, would you prefer that we did?

'Duty to Rescue' laws should not be confused with 'Good Samaritan' laws, which offer legal protection to people who give reasonable assistance to those who are, or who they believe to be, injured, ill, in peril, or otherwise incapacitated. The protection is intended to reduce bystanders' hesitation to assist, for fear of being sued or prosecuted for unintentional injury or wrongful death. All 50 states have some form of Good Samaritan laws.

You may recall the French Duty to Rescue law coming in to play in 1997 when Princess Diana's car crashed in France, killing her and critically injuring other passengers. Before medical help arrived photographers allegedly snapped photographs of her body instead of assisting her and the others trapped in the car. As a result, the seven photographers were investigated for possibly violating the law.

The Chinese government does keep a rating akin to a credit rating for social behavior. Among the categories are options a-f in today's question 2.
