Q1. On May 31, the Biden administration said it would allow Ukraine to use US-supplied weapons to strike targets in Russia, a reversal of previous policy.
The new policy allows Ukraine to use US-supplied artillery and short-range rockets from mobile artillery systems known as HIMARS, launched against command posts, arms depots and other assets on Russian territory that are being used by Russian forces to carry out its attack on Kharkiv.
Kharkiv is Ukraine's second largest city, located about 12 miles from the Russian border. Given the proximity, Russia stages and conducts some air strikes on Kharkiv from within Russia.
